Select a Contractor

Advice: Don't just select the low bidder. Beware of the Harvey Bliss Problem.

MUST

  1. Must meet minimum insurance requirements.
  2. Must take generator status.
  3. Must agree to indemnity.
  4. Must post performance bond.
  5. Have at least one positive reference for a comparable activity.
  6. Have history of regulatory compliance for the past two years.
  7. Have all named treatment, storage and disposal appropriately permitted.
  8. Have included all items under general responsibility for contractor.
  9. Have adequate personnel for site, specifically CHMM or equivalent.
  10. Have HAZWOPER training for all personnel.
  11. Provide data classifying material as recycled or disposed.

  2. Plan for unknown substances (isolated area, packing materials, disposal training).
  3. Spill fire, explosion preparation.

Waste Management Strategies

  1. Proposed transporters listed (DOT approval).
  2. Description of recycling methods.
  3. Low number of unresolved violations.

Administrative

  1. Experience with HW in Ohio.
  2. Evidence of community collaborations and partnership.
